A former Congressional staffer who helped craft the Bayh-Dole Act is concerned about periodic initiatives to undermine the law that established a new base for technology commercialization. In this article, Joseph Allen writes that “policy makers should place a heavy burden of proof on those wanting to alter the Bayh-Dole system which decentralized the management of publicly funded inventions to the institutions creating them while providing incentives for their development.”
